The thesis is devoted to analysis of the theoretical and legal framework of carrying out of administrative services. Studied and analyzed the theoretical and normative legal basis concept of administrative services in Ukraine. Definitions of categories "proceedings of administrative services" and "administrative regulations of the proceedings to provide administrative services," reveals signs of these formulations. Characterized classification state standards (criteria) evaluation and to provide administrative proceedings. Proposals and recommendations to the regulations concerning the proceedings to provide administrative services by public administrations.
