The essence of budgetary regulation as part of the development of financial, social and economic relations, which is in the use of aggregate adaptive budgetary instruments in the institutional economic reforms with the degree of effectiveness of the budget process. Proposed and approaches concerning the strengthening of the relationship prospective budget planning with the priority directions of socio-economic development of the country. Approaches about the feasibility of institutional changes in the system of budgetary regulation, introduction of budgetary mechanisms oriented at the result, definitions and rational use of budget funds, aimed at the implementation of the national programs. Summarized and systematized experience of realization of budgetary regulation in developed and transforming economy, including the development and implementation of budget policy. Improved institutional components of the system of budgetary regulation in accordance with the development of economic environment, the balance of the budgetary system, provisions for long-term forecasting and the formation of budget revenues, methodological bases of planning of budget expenditures and strengthening of their influence on indicators of economic and social development, including streamlining of the budget programs, the expenditures of the budget of development of the public procurement system.
