The aim of the research is to develop theoretical and methodological bases and practical recommendations on the formation and functioning mechanisms of program planning in the regulatory system of the national economy at the sectoral level. A conceptual approach to the formulation and implementation of programs targeted at the sector level, taking into account the peculiarities of program management industry development in modern conditions, to clearly identify the stages of the program in terms of the composition and tasks, providing incremental control and evaluate the effectiveness of the program.
