The paper characterizes the essence and structure of administrative and legal proceedings, determines structure of the Supreme Court of Ukraine, analyses normative requirements for the Supreme Court of Ukraine to function, clarifies principles for the Supreme Court of Ukraine to review judicial decisions, sets grounds for the Supreme Court of Ukraine to review judgments in administrative cases, clarifies the procedure for the Supreme Court of Ukraine to institute proceedings to review judicial decisions in administrative cases, outlines peculiarities of preliminary proceedings in the course of reviewing judgments in administrative cases by the Supreme Court of Ukraine, describes administrative trials in the Supreme Court of Ukraine, determines the ways to improve the administrative and legal foothold for the Supreme Court of Ukraine to review administrative cases.
