Thesis deals with the institutional and legal framework of the protection of the use and reproduction of aquatic biological resources and fishing regulations. The paper highlights the theoretical and legal aspects of fisheries activities, analyzed low international regulations and acts of national legislation on the subject, to clarify the meaning and place of fisheries in Ukrainian statehood. The thesis summarizes the advanced foreign experience of fisheries activities and their characteristics in terms of European integration. Directions improve organizational and legal regulation guards of fish of Ukraine. The author reviewed and summarized the concept and characteristics of development of fisheries. Analysis of historical sources and scientific regulations regarding the establishment of fish protection. Investigated fish protection functioning of the system of executive power that provides implementation of state policy in the field of fisheries, in the present conditions of Ukrainian statehood. The analysis of the powers of government are allowed to fish protection clarify the legal nature of the fisheries as a structural component of the public authorities. Entities established this system and proposed classification. Meaningful problem of the legal status of fisheries in the course of their security functions. Under the legal status of a public authority fisheries realize a set of its powers legally imperious character, whose implementation provides performance of their tasks.
