Dissertation is devoted development of theoretical positions, methodical bases and practical recommendations, in relation to forming of mechanism of innovative development of national economy for the increase of level of its competitiveness providing of the permanent economy growing. A research object is a process of innovative development of national economy. The article of research is an aggregate of theoretical positions, methodical developments and practical recommendations, in relation to forming of complex mechanism of innovative development of economy. Theoretical and methodological basis of research was become by scientific labours and theoretical developments of domestic and foreign scientists on questions innovative development of national economy. The elements of approach of the systems are in-process used for determination of essence and structure of categories "innovation", "innovative culture" and "innovative safety"; principles of dialectics; method of expert estimations; method of relative and middle sizes and method of prognostication. Conception of innovative development of national economy is developed. The mechanism of innovative development of national economy is improved. The factors of innovative development of economy are systematized after the basic spheres of their influence. It is improved scientifically methodical going near the estimation of level of innovative development of regions.
