The dissertation is based on the usage of scientific sources of domestic and foreign scientists, studying the court and investigative practices, summarizing survey data a comprehensive analysis of the content of "accusation" in a criminal proceeding made. The contents of the grounds for the accusation of committing an offense under the law of Ukraine's Criminal Law. The concept that accusation is the criminal claim was further developed in the dissertation, as well as the scientific approach to the accusation, which carries out the victim and to have a subsidiary (optional) character.
