Methodological principles of forming the making healthy problem banks mechanism are developed, with taking into account the selection in his structure financial, economic and administrative constituent, improvement the principles of the banking activity adjusting system. The complex measures about exposure potentially problem banks are offered by author. Approaches about the essence of determination problem banks is developed, which is characterized potential or actual non-fulfillment of the set requirements to effective and wary activity of establishment. According to analysis of local and foreign experience the basic problems of modern rehabilitation programs are found out. The range of recommendations about improvement of financial and economic mechanism of problem banks rehabilitation in Ukraine is proposed. The basic directions about the banks financial making healthy were grounded. Approaches about the government participating in the financial mechanism of the making healthy problem banks due to use the measures of supporting the liquidity, capitalization, grant of state guarantees, adjusting of the proper economic norms, decline the requirements, to restructuring credits and forming the resclassification of problems of banks. Position about stages of planning the financial and economic mechanism of making healthy problem banks is developed.
