This dissertation covers the complex study of essence and peculiarities of delivery of services to the people of Ukraine by authorities of housing and public utility sector and its legal and administrative regulation. The powers of authorities of housing and public utility sector and type of services have been analyzed. The author offered his own definitions of the concept "administrative and legal regulation", "housing and public utility service", "powers of authorities of housing and public utility sector", "standards of housing and public utility service". Taking into consideration the current situation of this sphere and international experience, the suggestions concerning the improvement of administrative and legal regulation of delivery of services to the people of Ukraine by authorities of housing and public utility sector have been formulated.
