The dissertation is devoted to the development of theoretical, methodical and applied principles of improvement of functioning of the national system of general secondary education. Theoretical positions are formulated in relation to the research of the role of the system of general secondary education in the development of national economy. The basic instruments of government control of processes of development of the national system of general secondary education in the conditions of market economy are searched and a conceptual chart of organizationally economic mechanism of the development of the system of general secondary education is offered.
