Rekrut S. Financial policy to support the innovative development of the Ukrainian economy

In the dissertation, the need for an integrated approach to the formation and implementation of financial policy to support and stimulate the innovative development of the domestic economy is justified. A methodological approach to planning budget expenditures for government, industry and regional innovation programs is proposed for the planned and two subsequent budget periods. The dissertation further develops the definition of the economic essence of financial mechanisms for innovative development. The study generalizes and systemizes experiences with the formation and implementation of financial policy to support innovative development in countries with developed economies and economies in transition. It also justifies medium term directions to improve financial policy to support the innovative development of the economy with respect to major macroeconomic trends, economic cyclicality and changes in the institutional environment. In the dissertation, the approach to the development of the institutional fundamentals of financial policies is improved with respect to government priorities for the innovative development of the country, structural changes in the macroeconomic environment, and features for the formation and development of the domestic system for regulating the budget. A methodological background is developed for a mechanism for government stimulation of innovative activity based on the integration of budget, tax, customs, and monetary policies with respect to the institutional dynamics of the financial system.
