Basarab A. The technology of improving the efficiency of information and telecommunication systems of the State Border Guard Service of Ukraine

The thesis is devoted to the solution of scientific problem connected with improving the efficiency of information and telecommunication systems (ITS) of the State Border Guard Service of Ukraine (SBGSU) on the basis of rational network component formed with the peculiarities of ITS SBGSU. This paper analyzes the state of ITS SBGSU, modern approaches of improving the efficiency of telecommunication systems. The system of efficiency indicators of functioning telecommunication systems (TCS) of the SBGSU is improved. The method of calculating the efficiency of TCS SBGSU functioning is worked out. The assessment index of TCS functioning influence on the efficiency of the operational and service activity of the SBGSU units that apply it for the first time proved. The method for determining the imposed index via mathematical tools of fuzzy numbers is worked out. The technology of choosing the rational structure of State Border Guard Service information and telecommunication systems on the basis of back-channels is formed. As the result of this scientific activity the availability of the telecommunication network of the State Border Guard Service of Ukraine is improved.
