The dissertation is devoted to analyzing of the nature and characteristics of the administrative and legal framework of organizational work in internal affairs bodies. Theoretical and methodological characteristics of the Interior as subject and object of organizational work are defined. The principles and values of organizational work in the internal affairs are found out. The regulation of this type of management and the place of it rules of administrative law are analyzed. The procedures of establishment, reorganization and liquidation of organs and departments of internal affairs, state approval and amendments to them are investigated.
