Fomin V. Coordination of administrative processes at regional level of public administration

Object of study - a public administration regional branch of public administration. The aim - to summarize theoretical concepts and develop scientific and methodological approaches and tools for the development mechanism of administrative processes coordination in the regional unit of public administration in Ukraine. Research Methods - abstract- logical, systematic approach, situational approach, functional and cost analysis; reflexive analytical modeling of structural- functional method. The practical significance of the results is provided using them in the work of the Human Resources Department and executive staff of the Ministry of Education and Science of Ukraine in the tasks performance in creating an effective personnel management system to ensure the coordination of administrative processes by eliminating duplication, ensuring information transparency and reduce information flow and their level of delay in the organizational structure. Scientific novelty of the results is to justify the scientific and methodical approach to the formation mechanism of coordination of administrative processes in the regional unit of government on the basis of rational selection of methods and tools of decision-making by public officials and the organizational and information support of the regional government. First formed the conceptual provisions for coordination of administrative processes in the regional unit of public administration. Methodical approach to the structural reorganization of the state apparatus regional level, organizational and information management processes to ensure coordination of the activities of a regional branch of state government. We got further development of the content and interpretation of the distinction between "functions of government", "state- management activities", "state- management processes", Classification of the government functions and administrative structure interactions regional level of governance; grouping methods and tools for the analysis of the processes controlling functioning of regional governance based on the objectives of the structural reorganization directions coordination of administrative processes in the regional unit of governance based on separation factors for ensuring the effectiveness of its operation and determine the degree of controllability of their influence, the coordination of administrative processes in the regional unit of governance as a set of procedures, methods coordination and management tools of interest -making processes and the implementation of structural features of distributed regional government authority.
