The dissertation is one of the first in modern domestic legal science special complex monographic research that solves the problem of scientific and practical efficiency of legal regulation of guaranteeing public security in emergency situations. The place of public security in the national security system is determined, the current state and prospects of the development of public administration in this sphere are investigated, the analysis of the features of the financial support of the public security sector is given and the ways to improve the effectiveness of relevant government targets and budget programs are proposed, the features of the financial control of their realisation are examined.
