Soroka O. Administrative legal status of private higher education institute.

The dissertation highlights the study of the theoretical and legal issues of administrative legal status of higher education institution of private ownership. The conception of the administrative legal status is defined on the base of the analysis of the valid legislation and draft laws of Ukraine, achievements of administrative jurisprudence, compilation of legal practice. The optimal correlation and legal regulation of the existing gaps in the legal sphere of the higher education is suggested and juridical recommendations for improving the valid legislation on higher educational institutions of private ownership are offered. This process includes higher responsibilities of the higher education institutions, transparent internal and external evaluation of educational programs, an enhanced system of attestation, certification, and follow-up control procedures, increased participation in, and co-operation with, international quality assessment bodies. The Ukrainian philosophy and practice of monitoring educational activities should rely on the principles of openness, comprehensibility, validity, and reliability. Legislative documents regulating licensing and accreditation should ensure the implementation of these principles.
