Shevtsov O. Mechanisms of Forming of Electronic Communications' Integrated Architecture of the State Government Bodies

The main conceptual components of the mechanisms of integrated architecture formation of electronic communications of the state government bodies are selected and investigated in the dissertation. Also, the methodology for description of the integrated architecture in the structure of electronic communications of the state government bodies is developed while implementing projects relative to electronic government and public servicing. New interpretation of the concept "integrated architecture of electronic communications of the state government bodies" is proposed as a general conception for realization of the targeted strategy of organizational development, as well as logically related plan of actions and coordinated IT-projects with the view to achieve the set objectives ensuring the unified administration infrastructure and common functions, tasks, and services which are typical for most of the state bodies. It is proved that consolidated state policy and effective mechanism used for forming of the complex of scale and interconnected IT-projects of the national purpose have to be the major factor which would speed up development of electronic communications of the state government bodies. Jointly these components have to be the basis for development of the whole sector of IC technologies in Ukraine.
