Barabash O. Administrative and legal regulation while ensuring public safety in emergency situations.

The thesis examines the problems of administrative and legal regulation of public safety in emergency situations in Ukraine. A comparative study of the concepts of "public safety" and more general legal categories of "security ", "national security" is done, the essence of ensuring "public safety" is revealed in this paper. An emergency situation as a threat to public safety is considered, its components and features are determined. It is emphasized that "emergency" is derived from the categories of "danger" and "risk" and is a collection of negative consequences dangerous for individuals, society and state, requiring the introduction of special legal regimes for their resolving in a particular area. Based on the structural and logical analysis the system of subjects for ensuring public safety is determined, its subsystems are characterized. It is mentioned that the police, as a part of this system, is charged with performing specific organizational forms and methods of their work in emergency situations to ensure public safety.
