Object of research: the process of government regulation of food complex with a focus on the experience of developed countries in the EU, where the functioning of the food market encourages the use of existing production capacity in each country. Objective: to develop conceptual approaches to improving the state regulation of the food market under the influence of globalization after Ukraine's accession to the World Trade Organization. Methods: theoretical generalizations and comparisons method, logical modeling and design, supervision and theoretical generalization, systematic approach, graphical analysis, dialectical, historical and logical, comparative analysis, statistical. Practical importance is that the basic scientific principles were sent to the established order enforcement authorities for consideration, they were used in the development and implementation of the "Programme of development of agrarian sector of the Autonomous Republic of Crimea for 2012-2013." (Reference the Ministry of Agrarian Policy and Food Autonomous Republic of Crimea). Scientific novelty. Improved understanding of the socio-economic consequences for the food industry of Ukraine market transformation that led to the deformation of the second sphere of agriculture, in particular, a sharp reduction in the number of cattle and cows at increasing the volume of grain exports, which contradicts the long-term practice of the developed countries of the EU.
