Plynokos D. State Regulation of the Export of Educational Services at Higher Educational Institutions of Ukraine

Object of study - the process of state regulation of the export of educational services at higher educational institutions of III-IV accreditation level. Theoretical and methodological basis of the work is fundamental assumptions of economic theory, general and special methods of learning. The thesis is devoted to the scientific and theoretical foundations of methodological grounds and practical recommendations concerning improvement of the state regulation of the export of educational services of higher educational institutions of Ukraine. The theoretical foundations of educational services to foreign citizens at higher educational institutions of Ukraine have been defined and the essence of the concept of the «export of educational services of higher educational institutions» has been grounded. The areas of state regulation of the export of educational services at higher educational institutions of Ukraine at all stages have been systematized. The current trends of the development of the international educational services market of HEI and the perspectives of participation in it of the national higher education system of Ukraine have been analyzed by the author. The attractiveness of regions of Ukraine to involve foreign students to study has been estimated. The strategic directions of intensification of the educational services export and conceptual basis of improvement of the legal and regulatory, organizational and economic, information and socio-psychological blocks of the state regulation of the educational services export at higher educational institutions of Ukraine have been justified. The measures to ensure the quality of educational services for foreign citizens, to raise the positions of Ukrainian HEI in international ratings have been worked out. The main results of the research have been used in the creation of regulations governing the recruitment, training and entry of foreign students in Ukraine by Ukrainian State Centre of International Education of the Ministry of Education and Science of Ukraine. Recommendations for improving elements of economic, institutional, administrative support the export of educational services universities have found practical application in the strategy of socio-economic development of Zaporozhye region in 2014 by Zaporizhzhya Regional State Administration. Results of integral evaluation of the attractiveness of regions to attract foreign students to study on the application of a number of component-indicators allowed to identify the potential of Zaporozhye for foreign students and on this basis to develop ways to revitalize the export of educational services by the Executive Committee of Zaporizhzhya City Council.
