The dissertation is devoted to the defining of budgetary institutions, their characteristics and classification, as well as the development of new theoretical concepts and scientific and practical recommendations to improve the conceptual apparatus of science financial law, legal and regulatory framework governing social relations on the functioning of budgetary institutions as subjects of financial law of Ukraine. The scientific approach to budgetary institutions classification was defined. The proposals on the functioning of legislative budgetary institutions as the subjects of financial law were developed.
