The target of research is the processes of preparing and carrying out of works on rectification of the consequences of process equipment depressurization. The goal of the thesis work: enhancing safety of conducting special types of emergency recovery works (ERW) and construction repair works (CRW) upon liquidation of extreme situations involving depressurization of process equipment for storage and transportation of liquids. Methods or research: theoretical and experimental methods of assessment of ERW and CRW safety and efficacy; modelling processes using graphic-analytical methods and theory of decision-making; experimental studies of real and modelled objects; statistical methods of data processing. Theoretical and practical results: theoretical and practical justification of improving the safety and effectiveness of special works on rectification of the consequences of process equipment depressurization have been presented. Scientific novelty: scientific rationale of making decisions by the head of subdivision on the installation of informational and generalized model at the choice of means of conducting special works and determination of safety of their performance has obtained further development; first established relationship allows to predict the necessary rate of movement of special detachments to the hypothetical accident considering the movement route, means of transport and standard time; the dependence which takes into account the strength and optical indices of the windshield glazing for special purpose vehicles that can improve safety has been obtained; mathematical models of the membrane elasticity theory applied to problems of pressurization tasks using pneumatic tanks has been obtained; the terminal parameters of the strain-stress state of pneumocushions and pneumoplasters (PC/PPl) for emergency defects banding of pipes and vessels for transporting and storage of aggressive fluids has been first developed. On the basis of theoretical and experimental studies the dependences of the universal application of the MK-1 mini-complex taking into account the criteria of safety. Degree of implementation: the pilot testing of multifunctional complex and its components in Kominternovsky District Department of the Main Directorate of State Emergency Service of Ukraine in Kharkiv Region have been conducted. It was found that the mini-complex MK-1 provided the operational efficiency in decision-making, the safety of carrying out the works on pressurization of pipes and tanks of liquids at high level security control of the works carried out in various extreme situations which allowed to reduce the execution time by an average of 20-30%. Scope of application: enterprises of the construction and chemical industry, oil refining complex and other sectors of the national economy at the rectification of the consequences of technological equipment storage violations, handling and transportation of liquids.
