The thesis is devoted to the development of scientific and methodological foundations and the development of scientific and practical recommendations for the creation of a small business strategy in a volatile external environment. Object of study - the strategic management of small enterprises in a changing external environment. Subject of research - basic principles, methods and application aspects of the strategy of small business in a changing external environment. Methods: synthesis and dialectical logic; qualitative analysis and synthesis; systemic and process approach; forecasting. Economic nature and types of strategies of small businesses in the changeable conditions of the environment are verified. Theoretical propositions to clarify the content of the factors of small businesses are developed. Subjective and objective content catalysts variability is revealed. Economic nature and types of strategies of a small business are defined. Correlation between the type of case by the economic activity of industrial enterprises and the level of activity of small businesses is established. Scientific methodical approach to the isolation and quantification of conditions of formation of a small business strategy is improved. Scientific guidelines for the volumetric of SWOT-analysis are suggested. Selection matrix strategy of small business as a member of a cluster of business combination under volatile external environment is built. Methodical positions in the formation of a small business strategy are justified. Procedure for determining the value of compensation costs franchisees organization and business franchisee is improved. Conceptual approach to assess the intensity of strategic development of a small business is developed.
