This dissertation is focused on developing the scientifically-based tools for regulation of the Ukrainian economy's innovative development and practical recommendations on their implementation. The paper examines scientific approaches to the creation of the economy's innovative development regulatory system, consolidates the appropriate methods and studies the patterns of regulation, develops the generalized regulation models of the economy's innovative development and typical profiles of innovative development of national economies, analyzes the Ukrainian economy's innovative development regulatory system. The concept of the Ukrainian economy's innovative development monitoring system has been introduced, the condition of the national economy's innovative development and its trends have been assessed, the comparative analysis of the innovative collaboration development in the Ukrainian economy in the world context has been carried out, the priority activities have been proposed, the forms and areas of the innovative collaboration implementation in the context of the Ukrainian economy's innovative development have been substantiated. Scientific and methodological guidelines for the innovative collaboration priorities regulation and the scientific basis of human resources policies in the context of innovative development have been developed. Modeling studies on the Ukrainian economy's innovative development following the implementation of the priority activities have been carried out using the n-dimensional economic and mathematical model of the interaction between the national innovative system components on the example of the three branches of the Ukrainian Helix, provided that the staffing level of the innovative development is sufficient and the innovative collaborations are prioritized, according to the integrity and transparency of a national innovation system requirements. The estimated 49 % rise for the Ukrainian economy's innovative development following the implementation of the priority activities has been demonstrated.
