Essay

The research purpose is development of methodological principles of indirect estimation of employment and unemployment indicators for regional and subregional levels. The research object is the estimation processes of employment and unemployment statistical indicators. The research methods are systematical and comparative analysis, statistical estimation, statistical and mathematical modeling, analytical groups, statistical classification, distribution analysis, sampling. Scientific novelty consists in development of methodological principles of indirect estimation of employment and unemployment indicators by the sample surveys results what provide possibility to increase the statistical information quality for management in employment policy. Results: it is substantiated the objective manner of the problem existence of inadequate estimates reliability for employment and unemployment indicators on regional level and on level of administrative-territorial units (ATU) in Ukraine. Information base for indirect estimation of these indicators have been researched and completed, requirements for information quality have been defined. The methodological approaches to indirect estimation of employment and unemployment indicators by the labour force survey results are developed: (1) indicators composite estimation for the regional level by the monthly data sets; (2) indicators composite estimation for the ATU level by the annually data sets. Based on the comprehensive analysis of results the scientific and practical recommendations are formulated to use the developed approaches by the State Statistics Service of Ukraine. The implementation level: research results have been implemented in the practice of State Statistical Service of Ukraine, Kyiv International Institute of Sociology and in educational processes.
