A research object is a process of government strategic control of development of national economy. The article of research is principles and instruments of forming of strategy of socio-economic development countries that provide becoming of economy of knowledge. A research aim are a ground of theoretical systematic approaches and development of research and practice recommendations, that provide transformation of principles and instruments of strategic government control, conditioned by the tasks of becoming of economy of knowledge. Research methods: theoretical generalization, approach of the systems, comparative analysis, economic analysis, organizational design. The scientific novelty of work consists of ground of theoretical systematic approaches and development of research and practice recommendations, providing transformation of principles and instruments of strategic government control, conditioned by the task of becoming of economy of knowledge. First the model of strategic teleology offers in the economic system; principles of strategic government control are set forth in the period of becoming of economy of knowledge. Improved: essence, descriptions and constituents of terms of becoming and development of economy of knowledge; methodical going near realization of strategic government control in the period of becoming of economy of knowledge in Ukraine; theoretical positions, qualificatory genesis of concept "strategy". Got further development: conceptual going near determination of economy of knowledge as base aim of strategic government control; to recommendation on forming of terms of becoming of economy of knowledge in Ukraine; recommendations on forming of base terms for becoming of economy of knowledge in the in-plant economic systems.
