Essay

Object: economic processes in basic energy subcomplexes regulated by government on the central and regional levels of governance. Goal: grounding of the proposals on the improvement of the organizational and economic foundations of the government regulation of the basic components of the fuel and energy complex of the national economy of Ukraine under the influence of the global economical crisis and the globalization of the world energy markets. Research methods: method of theoretical generalizations and comparisons, comparative analysis, systematic approach, method of logical modeling and construction, analysis and synthesis, dialectical and statistical analyses. Theoretical and practical results: comparative characteristics of the organizational and economic foundations of the fuel and energy complex of Ukraine and China is made, the general scheme of the organizational and economic foundations of the government regulation of the fuel and energy complex of Ukraine is proposed, the proposals to increase the share of renewable energy resource in the energy balance of Ukraine taking into account the forecast values of the renewable energy sources development of in Ukraine till 2020 are substantiated, range of factors which should be considered in improving the government regulation of the fuel and energy complex of Ukraine development based on comparison of different approaches of a number of countries to shale gas production by the hydraulic fracturing method that negatively affects groundwater and seismic activity of some territories is expanded. Novelty: justification of the differential approach of the state to the regulation of the fuel and energy complex of Ukraine development on basic subcomplexes: oil, gas, electrical energy and the renewable energy resources production. Degree of implementation: the dissertation results are used in teaching courses "Management of innovations", "Changes management" for students of the School of Economics of V.N.Karazin Kharkiv National University.
