Kostina N. Regional fiscal policy in Ukraine: theory and practice

Object – the regional fiscal policy as a component of the state fiscal policy. Purpose – the study theoretical and organizational foundation and development of practical recommendations on forming and implementation of regional fiscal policy, aimed at improving budget efficiency and strengthening the regulatory capacity of the fiscal instruments. Methods - institutional analysis, methods of systematization, classification, analogies, analysis, synthesis, interpolation of time series and methods of simulation modeling. Results - the scientific study of theoretical and practical bases of formation and implementation of regional fiscal policy, and formulation of conclusions and practical recommendations on improving the management effectiveness of fiscal instruments at the regional level. Novelty – the conceptual going is deep to the estimation of interregional fiscal asymmetries and imbalances; improved interpretation of the concept of regional fiscal policy and classification of revenues of local budgets with the release of classification sign «depending on the type of economic growth of the region» according the revenues are divided into the static and dynamic; going the development of the concept of «budget risk» as indicator, allows to identify a set of risks that affect the implementation of the regional fiscal policy. Going is assessing fiscal sustainability of the region on the basis of introduction of the system of factors determining factor fiscal efforts of local authorities. Introduced in agribusiness activities of the Finance Department of the Kherson regional state administration, Main Department of the Ministry of revenue and duties of Ukraine in Kherson region and in the educational process of the Kherson national technical University.
