Banit I. Budget investment and prospects for its development in Ukraine

Object – the process of budgetary investment in the economic system of the state. Purpose – formation of areas of improvement of the budgetary investment in Ukraine and the development of scientific and practical recommendations for improvements in investment financing from the budget. Methods – general methods of scientific knowledge: dialectical, logical, historical, ascent from the abstract to the concrete and from concrete to abstract; observations, grouping, comparison, classification; analysis and synthesis, generalization, comprehensive, systematic, economic-mathematical modeling and statistical techniques. Results – scientific substantiation of the theoretical and methodological principles of budgetary investment, forming conclusions and practical suggestions on procedures to improve them. Novelty – developed based on clustering and taking into account the design approach conceptual basis for the formation of budget investment as a basis for the development of the cluster units by investment budget in the socio-economic sphere; improved classification of budget investments of new classification distinguishing features – the direction of implementation of budget investments; supplemented by a system of evaluating the effectiveness of budget investments, as well as quantitative and qualitative performance cost of investment; developed approaches to determining the nature of budgetary investment in human capital, which will quantitatively and qualitatively justify the direction and amount of the investment budget; defined criteria for assessing the financial efficiency of the cluster to justify its creation through the budget. Introduced in Bukovina activity center for Reconstruction and Development, Department of Economic Development and Trade of the Chernivtsi Regional State Administration, Department of Finance Chernivtsi Regional State Administration and of the learning process of private higher education institution "Bukovina University." Scope of application – activities of the Ministry of Finance of Ukraine, Verkhovna Rada of Ukraine on the budget of the State Agency of Ukraine for Investment and National Projects, regional councils.Industry - economics.
