Ulmer M. Appeal proceeding in the administrative procedure of Ukraine

In the dissertation work the author found essence of appeal proceeding in administrative procedure of Ukraine through the research of its main characteristics and ascertaining the difference between the concept "appeal proceeding" and contiguous legal categories "appeal", "legal institute", "type of proceeding", "type of instance". The author formulated the concept of appeal proceeding in administrative procedure. It is the optional procedural stage, that consists of totality of administrative-procedural norms that regulate procedural relations, connected with verifications of legality of court decisions of trial court after their revision in the appellate order, and also court decisions of appellate court fully or partly.
