Essay

The thesis investigates the theoretical, legal and organizational aspects of administrative and legal regulation of the right of citizens to information. The estimation historically concepts and theories of the information society of the late twentieth century to determine the information processing basis of its further development. Describes the state policy in the sphere of development of the information sector, and the development and implementation of integrated approaches based on the coordination of the whole set of issues: legal, economic, social, political, cultural, technological, ethical, through the development and implementation of the national and international concepts of information society, which also includes the strategic vision of information society. We investigate the improvement of the current state of information legislation by adopting a long-awaited law, and the necessity of gradual codification in certain spheres and institutions of information and regulation. It reveals the legal nature of an administrative offense as the sole basis of administrative responsibility, and developing a common infrastructure interagency automated information exchange for the implementation of electronic document.
