Essay

The dissertation defines the essence and instruments of industrial policy, gives its author's definition, and analyzes the applicability of certain instruments according to the requirements and limitations of the WTO Agreement "Subsidies and Countervailing Measures". The author makes conclusion on low efficiency of measures of sectoral industrial policy implemented in Ukraine, and their non-compliance with WTO requirements. The need to use compulsory and restrictive measures in the state industrial policy to ensure intensive development of black steel industry is proved on examples of China and India. Existing methodical approaches to the regulation production and export of the industry are critically analyzed; their application is considered to be unwise, as it is connected with increasing expense and decreasing income items of the state budget. The author offers a combined model of sectoral industrial policy, which is based solely on the provisions of the above mentioned WTO Agreement and provides complete rejection of using financial instruments at the expense of the state budget. The model includes reimbursement for the implementation of innovative projects according to WTO requirements and rules, as well as recommendations for modification the tariff policy of transport monopolies with the purpose of economic restrictions on exports of basic steel forms.
