The thesis presents a comprehensive and systematic study of administrative law guaranteeing the right to education and professional training of the disabled. Solved issues relating to securing the right of citizens of Ukraine for education and professional training. Defined the legal status of persons with disabilities as special subjects of the right to education and professional training. Analyzed the content types of education and vocational training that are disabled.
