The thesis is devoted to the development of theoretical and methodological bases and practical recommendations to improve territorial functioning and production structure of vertically integrated monopolies in the infrastructure sector of Ukraine. The essence of the concept of "sectoral shift" with the establishment of its differences from the transformational changes. The essence and the concept of "territorial and sectoral structure" of the economy, the current proposed model of territorial and sectoral structure of the cluster on the basis of making major industries, basic industries and sectors to service first. The author systematically methodological approaches to the study of vertically integrated monopolies in the infrastructure.
