3. Object of research: processes to enhance the quality of providing video informational services with the aid of telecommunication technologies. Aim of research: is to develop a method to decrease bit rate of compressed video data in order to improve quality of providing services with the aid of infocommunicational technologies. Methods of research: substantiation of the direction of improving the quality of providing video informational services with the aid of telecommunications has been done by using system approach based on mathematical theory of complex systems analysis. Development of the method to decrease bit rate by applying compact representation of video frames stream has been done with aid of mathematical theories of information and coding. Methods of spectral analysis were used to investigate properties of the transformed images. Results of research: payoffs of the compression ratio lie in the range 15 - 19% for all image classes under the condition that PSNR=55 dB; payoffs in bit rate decrease for the case of processing high detail intensity base frames of a video stream varies in average from 18% for PSNR=55 dB and 23% for PSNR=33 dB; in case of processing saturated images we managed to decrease the amount of addition/subtraction operations at least by 70%, while the amount of times operations can be decreased at least by 45%. Scientific novelty: 1) for the first time a mathematical model of the estimator of the linearized transformant information value has been developed; 2) for the first time the code forming expression for the compact representation of the truncated vector of two-item tuples as a combinatorial object has been obtained; 3) for the first time the method to form by combinational principle patterns of aggregated place number code values has been created; 4) further development has been given to methods of image frames compression based on transformation. The results have been implemented during research and development works carried out at state scientific production enterprise "Association Kommunar", scientific and technical specialized engineering bureau "Polysvit". Area of application: telecommunications.
