Essay

The object of study: the process of increasing the availability and integrity of video information resource videoconferencing system of command and control. Objective: To develop a method of image processing to improve the availability of video conferencing with video information resource preserving its semantic consistency. Methods: identification of relevant security threats video information resource videoconferencing and the rationale for increasing the availability of the video in the relevant control systems based on the provisions of the theory of information warfare and methods of information security; improve the coding method of video based on the provisions of the filtration theory, digital imaging and methods of information theory. Practical results: increasing the availability of video stored on dedicated servers by an average of 30 - 40% with a certain level of security video; improving the availability of video information resources in the two-way transmission of video and operational command and control to an average of 30%; increase to maintain the original integrity of semantic video with two-way transfer of operational command and control for an average of 40%; creating conditions for the creation of video information storage management system Armed Forces of Ukraine, taking into account the specificity of semantic video. Scientific novelty: 1) An improved method for determining the degree of semantic video saturation. 2) first developed a two-stage method for masking video. 3) was further developed differential quantization strategy. 4) first developed a method for processing video with their compression based on differential processing transforms. Introduced: the implementation of development projects in the State Scientific Research Institute of Ministry of Internal Affairs of Ukraine and the scientific management of the Military General Staff of the Ukrainian Armed Forces. Field of application: information security.
