The tool of strategic development of an industrial enterprises is formed in the conditions of trans-boundary collaboration. Approach to the evaluation of metallurgical enterprises industry development tendency and their foreign economic activity is developed. The strategy of development of metallurgical enterprises within bounds of European Region "Donbas" is certain. The strategy of metallurgical enterprise industry development in the conditions of transboundary collaboration is formed. The prognosis indexes of development of metallurgical enterprises industry in the conditions of transboundary collaboration are developed and calculates the relative savings in the implementation of various energy-saving technologies.
