Mogylko L. Government securities in Ukrainian budget deficit financing

The dissertation is devoted to the substantiation of theoretical principles and practical recommendations on the use of government securities in the budget deficit financing of Ukraine. The economic nature of the budget deficit is revealed and analysis of the historical sources of its funding has been made. The essence of government securities is investigated. The main criteria for the classification of government securities are considered and the optimal species of government securities for budget deficit financing are identified. The foreign experience of the budget deficit financing by issuing government securities are analyzed. The features of the functioning and using domestic and foreign government securities in the state budget deficit of Ukraine financing are investigated. Factors affecting on the yield of government securities are identified. The analysis of economic effectiveness involved internal and external borrowings of Ukraine to finance the budget deficit has been made.
