Object of research: financial processes and phenomena on small business development in agriculture. Objective: To study the theoretical and methodological foundations and development of practical recommendations on financial policies to promote small business in agriculture. Methods: abstract-logical, dialectical, economic, statistical, analytical, comparative matrix, grouping, ranking, surveys, systematic, comprehensive, generalization. Scientific novelty: the first scientifically-methodical approach to assess the mechanism of financial policies to promote small business in the agricultural sector on the platform of the theory of fractals and the criteria of coherence, based on the coordination of multiple processes in the course of time and space and using indicators of budget financing, credit support and infrastructure support; improved basic directions structuring and diversification mechanism of financial policies to promote small business in agriculture, building projection infrastructure to support small businesses in agriculture, basic conceptual approaches to public financial support for small business development in the agricultural sector; were further developed meaningful category "financial policies to promote small business in agriculture" scorecard characteristics of the current state of financial policies to promote small business in the agricultural sector, justifying the formation of dominant financial policies to promote small business in agriculture.
