For the first time it is demonstrated the ability to control the processes of plant growth and development of the oil flax using plant growth stimulator treptolem and growth inhibitor chlormequat-chloride in conditions of Right-Bank Forest-Steppe of Ukraine. It was established that the application of growth regulators led to changes in morphogenesis and anatomical organization of the vegetative organs of plants of oil flax. The number of leaves per plant of oil flax increased for action of chlormequat-chloride, treptolem and their combination. The application of growth regulating preparations led to better development of columnar parenchyma of leaf, to increasing of the size and number of chloroplasts, resulting in increased productivity of photosynthesis. Changes in the functioning of the donor-acceptor system under the influence of growth regulators have caused changes in carbohydrate accumulation and redistribution between organs of flax plants. The number of fruits on the plant and number of seeds in the fruit increased under the influence of growth regulators. It was found that chlormequat-chloride, treptolem and their combination increased the weight of the linseed. The use of retardant and composition of retardant and stimulator resulted the largest increasing of the yield. Application of chlormequat-chloride, treptolem and their combination led to increasing the oil content in flax seeds and improvement of its quality characteristics. Under the influence of preparations the saponification number, iodine and etheric numbers increased, and acid value decreased. The content of unsaturated fatty acids increased at applying of the preparations.
