Garvart G. Organizational and legal basis for the state management of the Ukrainian forestry fund.

The paper is devoted to the actual problem in the fields of administrative law – study institutional framework of forest fund of Ukraine. A review of the scientific literature identified three groups of studies on various aspects of management activities. Made historical and legal analysis of various models of governance of the forest fund of Ukraine, including the scheme proposed by the Minister of Land Affairs UNR N. E. Shapoval. Based on the study concept, content, objectives and tasks of the state forest fund management defines a set of tasks that can be solved with the help of legal and administrative methods. Formulated the content of five groups of factors administrative and legal impact on the system of governance of the forest fund: economic, social, political, environmental, cultural and educational. It is shown that the practical activities of the forest fund management manifests itself in three groups of functions: the title, the state property management and oversight. Made on the basis of the research are presented four sets of proposals aimed at improving the management of the forest fund of Ukraine: optimization of management through consolidation of regional offices; changes in operating Ukrainian Code on administrative offences and establishing administrative responsibility for concealing information about the land for forestry purposes; state support for afforestation, reforestation; the reopening of the state forest inspection.
