Shkurenko O. Mechanism of forming and management of socio-economic development the government programs

Object of study - the country and regions social and economic development formation and administration programs. The aim - to develop theoretical and methodological positions and practical recommendations on improvement of the socio-economic development of Ukraine state programs formation and management. Research methods - observation methods, comparison, generalization, abstraction, formalization, analysis and synthesis; a comparative analysis; economic modeling; structural method modeling; theoretical generalization method. The practical significance of the results determined that scientific conclusions and generalizations of the research to the level of specific recommendations, which is the basis for implementation in practice of public administration and regional socio-economic development in order to improve the state planning and economic management. Scientific novelty of the results is to deepen the theoretical principles and organizational and methodological approaches to improve the socio-economic development state programs mechanism formation and management through prioritizing funding social and economic programs. Improved scientific and methodological principles and approaches to the state of socio-economic development structure and content; methodological approaches to the issues selection to be software solutions that take into account a set of criteria and allow to fully assess the problem for the most pressing development programs; methodological principles prioritize funding for social and economic programs using the analytic hierarchy T. Saaty; organizational and economic mechanism of management and socio-economic development program at the national and regional levels, and the interaction mechanism between national, regional and local authorities in the development and implementation process. We got further concepts and categories development of the national economy programming state; organizational and methodological approaches to improve the government social and economic programs management mechanism; scientific and methodological approaches to improve the national socio-economic development formation mechanism of technologies to improve public programming in the social and economic development formation and management programs.
