Tonkopryadov Y. Budget forming of the Pension Fund of Ukraine in the period of economic transformation

The paper discloses the main point of Pension Fund's budget formation as an instrument of a financial regulation of a social and economical development of the country based upon the integration of financial instruments, levers and methods of Trust Fund's income and cost generation according to the priorities of the social development. The experience of budget forming of pension funds in countries with developed and transformational economy was summarized and systematized, including the effective functioning of the pension system. Improved theses concerning: the formation and development of the domestic pension system in the period of economic transformation, a methodological framework for the implementation of the financial regulation of the Pension Fund's budget forming, subject to institutional changes of the solidarity system of the mandatory state pension insurance, goals and tasks of social and economic policy in the short- and long term. Developed approaches for control and monitoring of the Pension fund's budget performance, based on the definition and systematization of performance budget performance indicators. Received further development of the concept for determining future directions of the solidarity system of the mandatory state pension insurance, taking into account the cyclical development of the economy, modern macroeconomic trends, demographic situation, approaches to budget forming and long-term budget forecasting of the Pension Fund.
