Essay

The object of study is the process state investment policy of Ukraine. The aim – theoretical foundation and development of scientific recommendations of Ukraine's regions state control investment potential formation mechanisms. Methods - abstract logical; analytical and monographic; systematization method; statistical and economic; methods of analysis and synthesis. The practical significance of the results is provided in their use of the Ministry of Economic Development and Trade of Ukraine in developing measures to improve the management mechanism of forming a regional investment program, which, unlike existing business relationship management considers the allocation of investment resources and coordinates the strategic and tactical investment decisions. Scientific novelty of the results is the grounding theoretical and methodological approaches and scientific areas of the Ukraine's regions investment potential formation mechanisms of state control. Methodical provisions for the polity region investment potential formation; forming regional investment programs management mechanism; approaches to the formation mechanism of public management investment potential territorial socio-economic system. We got concepts and the theory further development of public administration by clarifying meaning «investment potential governance mechanisms»; governance principles regions investment potential system by сomplement principles; approaches to the formation mechanism of the region investment attractiveness from the integration process and system approaches standpoint; mechanism for attracting investment in the regional economy based on public-private partnership with the definition of basic principles, methods and tools.
