In work profoundly theoretical bases of formation of investment ensuring development of the human capital are generalized also; conceptual bases of stimulation of development of the human capital as factor of growth of national economy are systematized; the assessment of investment ensuring development of the human capital and efficiency of investments in the human capital on the basis of educational components is carried out; reasonably an integrated approach to definition of indicators of economic efficiency of formation and use of the human capital; the system of increase of efficiency of formation of the human capital on the basis of investments in intellectual to a component is developed.
