The thesis is devoted to solution of theoretical, methodical and practical issues of managing state-owned enterprises of the Republic of Kazakhstan. The role and significance of SOE have been described for today. The theoretical bases of SOE management and their characteristics and methods of improvement have been generalized. The features of SOE management has been explored in relation to Customs Union, Kazakhstan national currency devaluation and tightening of competitive environment. Economic content is specified and organizational and economic mechanisms of SOE management have been improved. The main trends are determined. The current state of the management of SOE and its institutional base in Kazakhstan has been analyzed. The complex of priority tasks and ways to improve the management of SOE for modern conditions has been proposed. It has been suggested for SOE to use econometric modeling, calculation of discounted approaches and integration of risk assessment system with COSO standards. The methodical approach for internal control and audit has been improved. The need of public-private partnership growth is argued.
