Kozenko A. Vertical equalization under conditions budgetary decentralization in Ukraine.

Dissertation is devoted to solving theoretical, organizational and applied problems of improvement a system of vertical fiscal equalization in Ukraine. In dissertation disclose theoretical background of budget federalism, budget decentralization, vertical equalization and financial imbalance. The principles of financial equalization in budget federalism models are described. The instruments and methods of vertical equalization and the approaches to their application are defined. The financial equalization formation stages and vertical imbalance dynamics are investigated and the instruments of overcoming vertical imbalances are offered. The status of vertical allocation of revenues and expenditures between Ukraine's budget system levels are evaluated. The problems of structure of vertical equalization system and recommendations based on the budget federalism theory are considered. The projection models of the indexes important for vertical equalization, the mechanism of intergovernmental relations reformation held in the framework of the administrative and territorial reform are suggested. Practical recommendations are set forth in relation to distribution of revenues sources and expenditure assignments, objectives stages of budgetary decentralization are distinguished in Ukraine.
