Novak O. Administrative and legal principles of disciplinary liability of civil servants in Ukraine.

The dissertation is devoted to the complex scientific investigation of actual theoretical and practical problems of administrative and legal principles of disciplinary liability of civil servants in Ukraine. The author researches formation and nature of disciplinary liability of civil servants, grounds and application order of this type of responsibility to civil servants. The author's definition of disciplinary liability of civil servant is given, system of principles, which should be followed in application of such liability, is outlined, types of disciplinary action and structure of the disciplinary proceedings are considered, composition of its members, and also guarantees of legality of conduction of the disciplinary proceedings. Suggestions are provided on the basis of the research for introduction of amendments and additions to the current legislation of Ukraine on civil service. A draft chapter on disciplinary liability of civil servants is developed for inclusion in the Law of Ukraine "On Civil Service" for improvement of areas of service-tort relationship.
