The study substantiates the nature and role of investment mechanism innovation of small and medium-sized businesses, described the essence of the innovation activities of small and medium enterprises as the target and the reduced form of the investment process, proposed the concept of "investment mechanism innovation of MSB." The analysis of the main trends of investment support for innovation activities of MSB, monitored foreign investment experience of innovative small and medium-sized businesses, investing reasonably cluster mechanism innovation of small and medium-sized businesses. The paper addressed important theoretical and methodological task of forming a concept of investment management innovation of MSB based on bipolar approach to the interaction of MSB - on the one hand, by integrating them with the aim of developing innovative, updated technological equipment, attracting additional financial investment resources, minimize internal risk and cost savings associated with commercial activities, on the other hand - by deepening specialization of production and the formation of investment attractiveness. The basis of the concept of investment management innovation development is the formation of cluster structures at the macro level that allow you to identify the most effective areas of cooperation with MSB preserve the independence, flexibility, economic and legal independence, reduce risks and develop innovative activity by domestic investment at the micro level.
