Essay

Object - processes of public-private partnerships formation and development. Purpose - deepening of theoretical and methodological foundations of the public-private partnerships formation and elaboration of practical recommendations for its development in the field of science and innovation. Methods - the methods of analysis, synthesis, comparison, generalization; causation method and abstract logical method. Results - development of conceptual principals and management basis of the formation and progress of public-private partnership (PPP) in the field of science and innovation. Novelty - during the public-private partnerships study in science and innovation it was proposed to use the lifecycle model to ensure the relationship of legal, institutional and investment relations between the state and business, as well as to coordinate their actions at all stages of the innovation process; classification of public-private partnership forms was improved that allowed to define traditional, modern, contractual, institutional, direct and indirect forms of cooperation in science and innovation sector based on argumentation of such characteristics as "by the project implementation sphere", "by the relations formalization type" and "by the way of state involvement in projects" with the aim to increase the activation processes of partnerships development between the public and private sectors; system of indirect forms of support members PPP was improved through the use of tax benefits with the peculiarities of subject activities regarding implementation of the appropriate stage of innovative project that will affect the activation of scientific and innovation processes in various sectors of the national economy; conceptual points of public-private partnerships formation were further developed by objectives identification, functions separation, tasks distinguishing and addition them with the principles of consistency, synergy, priority, efficiency, responsibility and transparency that will contribute to cooperation between government, business, research and education; organizational and administrative principles of public-private partnerships were developed that include formation of public-private partnership strategy in the field of science and innovation, improvement of the normative and legal securing and identifying the concept of state regulation of project management partnership; institutional models of cooperation between state and private sectors were further developed by creating startup companies (including the stages of the innovation process and funding partnership project at each of the development stages) and innovation clusters (with justification of the role of self-regulatory organizations) that will provide commercialization and cooperation of public-private partnership processes. They are implemented in practice in Rivne Region State Administration, Rivne Regional Center for Investment and Development of the State Agency for Investment and National Projects Management of Ukraine.
